I see two points (there may be others):
1) FRTS, unless GTS, allows you to define parameter Tc (indirectly through
CIR and Bc), which is explicitly important if you want to have prioritized
voice traffic being shaped in, say, 10ms intervals and to make sure that
other traffic does not take the whole Bc(+Be) during a time in which the
priority voice queue is empty; this could cause starvation of voice traffic
getting in later, if Tc is much longer than 10ms.
2) GTS can be used in non-Frame-Relay interfaces, like serial HDLC.
