You need to use DSP's in the AIM slot in order to get the VIC to work. VWIC slots will take a VIC or a WIC. WIC's work natively and VIC's have a dependency on DPS's. The NM-2V has built in DSP's. In order to get a VIC to work without the NM, you need to have hardware in the AIM slot.

Cisco's product information says it can be done, but the documentation I have found on the 3700s it rather poor.
