Hi, I got same problem before and turns out the upgrade procedure for 3550 is different from some other Cisco routers such as 2500s, 2600s and 3600, Here is the procedure that I used to successfully upgrade an 3550:

The original image has the html directories for web management and you'll
notice that the actual IOS is buried inside the directory structure.

It is running i5, not i9. The model number shows 3500-SMI, however.
Very curious. You erased the flash - by flash /all? I cannot get rid
