Sounds suspiciously like you've installed the SMI image (which supports
static routing, and RIP), rather than the EMI image you had hoped to load.

If you did install the correct code, then perhaps Cisco has altered the
code so that SMI licenced 3550s no longer run the EMI code, but that
would be the first I'd heard of it.
