Using IOS 12.2(1d) on the 2500's, Outbound is the default if you hit enter
after the Load Threshold <1-255>.

Router(config)#int bri 0
Router(config-if)#dialer load-threshold 64
Router(config-if)#end
Router#show run int bri
09:49:29: %SYS-5-CONFIG_I: Configured from console by console0
Building configuration...

Current configuration : 174 bytes
!
interface BRI0
 no ip address
 shutdown
 dialer load-threshold 64 outbound
 isdn x25 static-tei 0
 cdapi buffers regular 0
 cdapi buffers raw 0
 cdapi buffers large 0
end
