Actually, you can use the ATA as a standalone unit (no gatekeeper or
call manager registration). If you only have two units, configure the
other ATA as your VOIP gateway.
Back to the original question, I don't think the ATA is adequate for the
R&S track. Try to get a UBR924. They are cheaper, run IOS and offer much
more relevant features.

The ATAs need to register with a Call Manager, and are treated similar
to an IP phone. They might be worthwhile if you're going for the voice
track, but won't be much use for R&S.
