The best router to be a route reflector is the one
with that acts like the hub to all routers in the AS.
If you had a router connected to two routers, that
router would be the best choice to be the route
reflector to the sub routers. If a router doesn't
have a physical link to another router, it's not the
best choice to be a route reflector to that router.
However, in my experience, it really doesn't not mater
how you configure them, as long as you get a full
mesh.
see Halabi's book page 26x. It doesn't explisitly say
what your looking for but It is what I have found to
be true.
