By reading that, my understanding suggests it changes the default
local-pref value of the system. For example routes you generate,
without a route-map will have a default value of 100. You can
essentially alter the default system value at your discretion. I guess
you can use this to apply a local-pref change to all peers without
route-maps, like a safety net to ensure these routes are less/more
preferred over iBGP peers.
