technically no...

you can instruct the voice vlan to use dot1p - and the native vlan x to use
untagged and phone will still stripe the control (non skinny) and rtp
traffic....disclaimer - to change the native vlan from something other than
1 :)

interface FastEthernet0/2
  switchport voice vlan dot1p
  no ip address
  spanning-tree portfast

Switch#sho int fa0/2 swi
Name: Fa0/2
Switchport: Enabled
Administrative Mode: dynamic desirable
Operational Mode: static access
Administrative Trunking Encapsulation: negotiate
Operational Trunking Encapsulation: native
Negotiation of Trunking: On
Access Mode VLAN: 1 (default)
Trunking Native Mode VLAN: 1 (default)
Administrative private-vlan host-association: none
Administrative private-vlan mapping: none
Operational private-vlan: none
Trunking VLANs Enabled: ALL
Pruning VLANs Enabled: 2-1001

Protected: false
Unknown unicast blocked: disabled
Unknown multicast blocked: disabled

Voice VLAN: dot1p (Inactive)
Appliance trust: none

Switch(config-if)#do sho int fa0/2 tru

Port Mode Encapsulation Status Native vlan
Fa0/2 desirable negotiate not-trunking 1

Port Vlans allowed on trunk
Fa0/2 1

Port Vlans allowed and active in management domain
Fa0/2 1

Port Vlans in spanning tree forwarding state and not pruned
Fa0/2 1
