There is actually only one volume. There exists a First Edition and a
later Second Edition, which is simply an updated, improved version of
the previous edition. If you have not yet purchased the book, by all
means buy the Second Edition, if only for the more recent Chapter 1
("Evolution of the Internet") and Chapter 2 ("ISP Services and
Characteristics").
Once you have read Halabi, don't fail to read Doyle and Carroll's
"Routing TCP/IP Volume 2" (ISBN 1-57870-089-2) Chapters 2 and 3. If you
have already read Halabi, it might suffice to skim Chapter 2. But
Chapter 3 ("Configuring and Troubleshooting Border Gateway Protocol 4")
is must reading. It is more extensive than Halabi and will help you
greatly in preparation for the CCIE lab exam.
