Anyone can confirm if the operator is "less than" or "less than or equal to"
'coz the above example tends to say it is "less than or euqal to" ??

The problem is that variance alone is not enough to make
multiple paths available for load-balancing - neighbors'
metric to the destination have to be lower than feasible
distance (FD) on this router.
In this case, FD to the destination is 10537472, which
is equal to the metric on router 164.1.13.3, and so
that path is not taken.
