DHCP concept question

After read through the DHCP section from the DocCD, below are a few
questions that I'm grateful if anyone can shed some lights :

1) if "no ip dhcp conflict logging" is used, does that mean DHCP bindings
are stored in the local router ? How can I verify ?

2) Relay agents are used to forward requests and replies between clients and
servers when they are not on the same physical subnet. Does that imply NO
ip helper-address is necessary ?

3) when a router receives a DHCPDISCOVER request, how does it determine
whether it is served by its own local pool or "RELAY" to others ? If relay
to others, does it make use of the ip address specified by "ip dhcp-server"
?
