req-qos vs. acc-qos

Hi, group,
I thought they are combination commands, however, I was wrong when I tried
to test it yesterday.
It seems the command req-qos works really well and rsvp bandwidth is
reserved when I picked up the phone. However, the acc-qos does not.
What is the difference between the two commands? The document cd does not
help.
