Not sure if you already tried CCO so ignore if already checked there.
If you have a Cisco ID on CCO then one way to check would be to use
www.cisco.com/go/fn which is the feature navigator. It allows you to
specify the features you need and it then tells you what IOS versions
support those requirements. In this case a search for tclsh doesn't
return anything but a search for tcl does (but no IOS specific for the
2611).

Having said that I know that 12.2(15)T7 on a 2611XM has tclsh support so
you may want to try a similar version on your 2611 non XM. Not sure how
much memory and flash you have so keep that in mind when selecting an
image.
