I'm not sure if I understand the question. Jeff's point that type 4's
support type 5's is entirely accurate, thus, with no 5's in the area, 4's
become irrelevant. 4's help you find ASBRs which by definition originate
type 5s. Hence, you only need 4's if your are trying to figure out how to
get to a 5.
