    The loopback mask is 255.255.255.0.

    I think normally in doing route filtering, you don't have to specify
mask. Then, 172.16.107.0, will means the route is 172.16.107.0 with any
mask. For example,

    ! RIP will only accept the route to 172.16.107.0 with ANY mask
    access-list 7 permit 172.16.107.0
    router rip
    distribute-list 7 in

    BTW, for this case I also try an extended ACL: "access-list 107 permit
ip host 172.16.107.0 host 255.255.255.0", but it doesn't work neither.
