Can't really speak too much for the MBA, other than there are lots of MBA holders looking for jobs now also, making it a tougher market for them also. But as far as the outsourcing goes, first look at what a typical (if such a thing exists) CCIE does at work. They're probably doing design, implementation, or support of a critical company asset. Much of this work needs someone either on-site, or at least close enough to attend meetings, etc. Because of this, I can't imagine there's a lot of CCIE-level jobs being outsourced out of the country. Programming and first level phone support are definitely moving out, but I personally don't think our jobs are too much at risk. The one thing you can't do is become complacent. Never stop learning, keep up with the technology as much as possible, and you'll do alright.
