From what I can remember the behaviour is somewhat different depending
on the versions you're using.
IGMPv1/2 both send a join membership report message to their respective Group
Address. The mac address should be the group address converted into
the mac address accordingly, as per S. Deering's RFC.
IGMPv3 sends join report messages to the GDA 224.0.0.22. Again MAC
address is just the GDA converted into the MAC address. (Using the
appropriate method).
The only time I've seen packets being addressed to the all-routers
address are leave messages for IGMPv2.
Someone please correct me if I'm wrong. It's been a while :)
