Yes.
However, you need to watch out when buying used PA modules as some
of the earlier hardware revisions of certain types of module will not
function in a VXR. There is a chart on CCO of which revisions are
VXR-compatible and which are not. The early ones work in a legacy 7206
(non-VXR) but not in a VXR model.
"show diag" will list the adapters. You can hot-swap them and they'll
be recognized immediately. If the router is rebooted with a module
removed or a different type of module substituted, the interface config
for the previous module will be lost.
