What resources have you studied, and what are the three things you

Have you looked yet at Outbound Route Filtering, which tends to be
closely associated with soft reconfiguration?
Cisco has several ways to do this, and to some extent uses different
terminology than the relevant RFC,

The IETF is looking at doing ORF three ways, by AS path, prefix
(Cisco's initial way) and community. These should all make their way
into product.
