The second statement is; allow source IP 10.1.1.127 to connect on source
port 5127 to any port on destination 10.1.1.1

The first is effectively the opposite of this.

I thought the access-list should be:

access-list 101 permit udp host 10.1.1.1 host
10.1.1.127 eq 5127

Could anyone explain why it's:

access-list 101 permit udp host 10.1.1.127 eq 5127
host 10.1.1.1
