It works......I tried a couple of different things.
It works when I applied the IP IGMP Join on:
1.) The frame relay serial of the hub router
2.) The Ethernet of the frame relay hub router - Funny.....don't
understand why as it should have an influence on the prune?!
3.) and when I created tunnels between the hub router and the spokes
without any IP IGMP Join on the hub router.

correct,
this is a drawback of the soln,
R3 will receive and drop the trafic.
but the task is make mcast client r2 receive the mcast traffic,
and no such restriction as r3 should not receive mcast is stated in the
quesiton.
the point here is to force r1 not to prune its multipoint FR interface.
and with igmp join added to the serial, the OIL won t be empty and hence,
it will not be pruned.
i tested this, works beautifully...
creating spoke2hub tunnels will be another soln.

Wont the "ip pim join" work as if the router has a receiver on that
interface.Which means that the router R3 will always be getting mcast traffic.
Correct me if i am wrong ? Any explanation would be helpful.
