the problem with IPSec is it does not create a virtual tunnel interface. Try
to use GRE tunnel so that you can have your routing protocol command
anchored on it.

The most common way that I have seen this done is by using GRE encapsulation
inside the IPSec encapsulation. With the GRE tunnels you can run routing
protocols and use PIM. You will not have this option with IPSec.
