Wherever OSPF needs to make a routing decision - so ideally across the whole
OSPF domain. That means all routers and all areas for consistency. I guess
you may decide not to use in some areas if you judge that is unlikely to
cause a problem. My feeling now is that if it comes up in a lab then I am
going to stick it everywhere
