frame-relay broadcast queue question

Hi all,

Searching on cco. about the parameters used for the frame-relay broadcast
queue:
"frame-relay broadcast-queue size byte-rate packet-rate"

got the following:
As a general rule, start with 20 packets per DLCI. The byte rate should be
less than both of the following:
-N/4 times the minimum remote access rate (measured in bytes per second),
where N is the number of DLCIs to which the broadcast must be replicated.
-1/4 the local access rate (measured in bytes per second).

Does anyone has further explanation or another links talking about these
parameters exact calculations.
