It is true that the cost of taking the test three times puts equipment costs
in perspective. On the other hand, there are a lot of crucial lessons that
can be learned on 2500s, and these routers are going cheap right now. They
are likely to drop further, so do not buy them counting on being able to get
all your money out of them to buy 2600s, but if a $100 router drops to $50,
and you bought 6 of them, you effectively paid $300 for the use of the
2500s.

I see no problem with buying a bunch of 2500s to get the ball rolling, then
adding 2600s when you go to do the advanced commercial labs. 2600s and
3600s will probably drop in price over the next year or two, and they start
a lot higher than the 2500s. 2500s usually come with two serial interfaces,
while you need to pay extra for serial interfaces for 2600s and 3600s, which
brings the price per unit up pretty high. If you want to replace 2500s with
2600s and 3600s, 2600s and 3600s will probably be a lot cheaper in six or
nine months than they are now.

Good luck!
