Applyling route map to interfaces does not influence on traffic,
generated by router (as example - ping packets).
In order to take into account traffic, generated by router itself
use:
ip local policy route-map <route-map name>
in global configuration mode.

I am doing a very basic thing here, by setting the IP PREC on a policy
route-map to critical for ANY ip traffic But if you look in the capture
below using ethereal, the IP PREC does not get set in and of the ICMP
packets? BIZARRE?

I perform a ping from Tesrtr1 to testrtr3 as follows :-
