Forcing MC Groups to Remain in Sparse Mode

P348 of Beau Williamson stated: The default behavior for PIM is to fall
back into dense mode for any groups that no longer have valid RP. In this
condition the last ditch, static RP for all MC is used to forcing groups
to remain in Sparse Mode.

It was not clear to me if an MC group is left out from the last ditch, how
to reach this dense mode (by default) MC in an all-Sparse mode world?
