so can my old company use it for the specified time? when can my new company start using it?
 
is there any documentation about it?

have that new employer benefit from your CCIE for Cisco partnership
purposes. I have not been able to find out about this sort of situation,
which used to concern me.

This is my quick take of the situation. Verify everything with your own
research on Cisco's website and enquiries of Cisco before you act. Never
rely solely on what you hear on bulletin boards, even from Cisco employees,
as policies can change, and you never know what can be worked out through
negotiations.
