p391 of the ciscopress dqos book states that the Be setting in CB policing
statement is actually comprised of Bc+Be,
p399 says the same for CAR. So I would set the Be on both of these to 3000,
not 1000.

If i am wrong , please let me know

I think the config should be

Using CB Policing: I should set: "police 160000 2000 1000 conform-action

Usng CAR, I should set "rate-limit 16000 2000 1000 conform-action ...."

The reason i set Be to 1000 bytes is as its given. Also Max burst is
1000+2000 when it happens.If u set the Be to 3000 then it will become
2000+3000 when traffic passes.
