Hi Ahmed,
Refering to your 2nd question, set ip next-hop will use the first available
next-hop. Defining more than one next-hop is for the sake of redundancy
incase the 1st one fail, but not for the sake of load-sharing.

For the 1st question how did u apply exactly your policy using the
remote-router loopback address ?
