Yes, BGP treat each sub-as independently, just like EBGP. Therefore, the
synchronization rule does not apply if prefix is learned from another sub-as
neighbor.

How should sync be configured within confederation?. Does BGP treat each
sub-as independantly, or should it be enabled/disabled for the entire AS?
