I think policing make sense for inbound traffic where you drop excess traffic.
Shapping make sense for outbound traffic where you are sending data to peer but you do not want to exceed the limit and you will delay the transmission of excess data by holding it in a queue.

This question ask us to configure queuing so I think shapping make more sense.
