IPIP is a single IP stream only. GRE has headers that can both
identify payload protocols and identify different streams multiplexed
onto the tunnel. Due to that multiplexing capability, GRE is an
alternative to MPLS for some 2547-ish VPNs. I have a tutorial out
today on Certzone that goes into more detail on some alternative VPN
architectures and tunnel use. (in all fairness, the first few pages
are readable free, but the rest requires membership).
