Niether of them will do anything until the switch decides what "mode"
the port is in. By default, you are in a dynamic mode which means you
may be a trunk or you may not.
With these two commands, if you are a trunk, you'll use dot1q. If you
aren't a trunk you'll run on vlan 64 in access mode.
So no, they are not mutually exclusive from a configuration standpoint,
just from an "at-the-moment" operation standpoint.

In the config below, aren't these 2 commands:
switchport access vlan 64
switchport trunk encapsulation dot1q
contradictory and mutually exclusive? It seems to me that a port is
either a trunk or access port. There are some other posts from Scott
Morris on this topic as well which should also be looked at.
Also, considering the 2 commands above, does the order in which the
commands are entered make any difference in how the port behaves?
