You may use neighbor x.x.x.x priority x command in cases, when you
don't have broadcast media. For example when you have Frame relay or ATM
NBMA cloud, it will be useful to use neighbor command. Neighbor command
tell router to send hello in unicast packets.

Subject: OSPF neighbor
Hi, Group,
I am just confused by the command neighbor x.x.x.x priority x because
the adjacency still can be created without neighbor command. Could you
please explain this? The configuration is as below. Thanks.
