What I've seen with offset lists for EIGRP is that it adds to the delay.
Nothing else in the metric gets changed. This makes sense to do it that way
I guess.

If you use offset-list with EIGRP it will add the offset to a composite
metric, so let's say if you type "show ip route eigrp" and you get a bunch
of routes with composite metric 10000 (listed as: D ...... [90/10000]) and
then you apply offset-list with 2000 as the offset, then your composite will
change in the routing table to 12000 (D ...... [90/12000]).
