I donot think it refers to delay. actually, when I check the command
reference(12.2), find "offset-list" for rip and eigrp have the same
examples, which says to change the delay. But rip doesnot have the concept
of delay in metrics. so I think the first example is wrong for rip and
eigrp. thx.
