There are rental racks that are not all that expensive per session.
If you really want to learn on your own equipment, the 2500 routers have gotten cheap.
You do not need to purchase any routers with ATM, or even any with voice, to learn most of the crucial CCIE lessons on your own equipment. The fact that you have lots of ATM switches available may distracted you and made you think that you should get ATM-capable routers to use with one of those available switches, or not go for the CCIE at all.
I just don't like to see people quit when they have already invested enough of themselves in the process to have taken the lab exam once. Don't cut off your nose to spite your face just because your particular part of the government is not supporting you a bit in pursuing this goal. Some employers fear losing experienced people when they get the CCIE. If this is were your situation, then you would be doing just what they want when they do not support you as much as you would like.
You may be doing the right thing, but just make sure you have thought it through carefully.
