I think that you are getting the two new commands confused.
dialer watch-list <group-number> delay connect <connect-time>
This command does indeed give a delay between the primary going down and the
secondary coming up. However, the command Peng Zheng was asking about:
dialer watch-list <group-number> delay disconnect <disconnect-time>
sets a delay between the primary coming back up and the secondary link going
down, just like the 'watch-disable'. Check out this link:
