After playing around with it a bit more, using some debugs and sniffer
traces, I realized that R1 sends an "ip redirect" to the client as it sees that the
next hop is on the same segment.

I disabled " Ip redirects" on R1's ethernet interface and now the traffic is
being load balanced across the two links. The concern now is that, does this
have a big performance impact as every packet has to go through R1 now.
