OSPF DR/BDR Election Question on Ethernet

Peeps,

Have a quick one.

 DR BDR
 rtr1 rtr3
   | |
------------------------------ Ethernet LAN A
            

If I set the "ip ospf priority 2" on rtr1, this means that whenever I do a
cle ip ospf proc on one of the routers, rtr1 should always come back as the
DR?

Or,

Will the BDR become the DR regardsless of priority? So if R3 was the BDR,
and i clear the adjs on rtr1, R3 now becomes the DR, R1 the BDR and the 2
routers dont negotiate the priority field?

If so, is there a way of ensuring that RTR1 always becomes the DR? I think
not. It's just that I have an excercise that says "Ensure that RTR1 is the
DR on LAN A.

We I can do this if both routers come up at exactly the same time, but in
reality, that will not be the case.

Please can someone clarify as I am worried about getting this question in
the exam.
