I know it's a bit late, but I had this problem and it's all about
re-checking the config on all three boxes if you have a hub and spoke.
All it was for me was the wrong subnet mask on the hub router and I was
mistified as I had done this a hundered times b4.
Anyway, hope this was of some use to the next person that has the problem :)

It is finally working, what I had was only one nei under the R3 which is a
hub and has default priority 1 and R1 had Interface
priority 0. After putting another nei command in r1. R 3 became the DR.
