Agree. Does not look like configuration issue. 4503 should be able to use
both port on sup when only one sup is present. Unfortunately I only have
4000 with older supervisors in the lab so can not reproduce it.
I would try to move cable from 1/1 to 1/2 just to see if it comes up.
It may as well be that one of the ports got error disabled previously (i.e.
UDLD) which will result in another side not getting a green light. Do "show
port" in CatOS or "show interface status" in IOS.
BTW the distance for gigabit if you use SX gbics is 220 feet (depending on
the fiber it can be little more).

Sure sounds like a physical problem. Do you have another fiber pair
and GBICs you can try. Are you within 1800 feet?
