The problem is the software has outgrown the hardware. Picture trying to
install RH9, Windows 2003, or NW 6.5 on a pentium server with 128 megs of
ram and a 500 meg hard drive. I find it odd that they've taken the older
images off CCO though. I found:

and it lists most 2500s as EOS or EOL. The 2509 and 2511 are not though.
I'd call TAC, since it's probably a mistake that the images aren't there
now. But being EOS or EOL usually means there is a date set in stone of
when they'll stop supporting it, meaning spare parts and software
maintenance will stop as well. I don't know if I'd rip out a whole network
of 2500s, but I'd keep a couple 2600XMs as spares, for when a 2500 dies.

Is there any Cisco TAC in this group? Or some people who know the Cisco plan
about this Cisco 2500's routers? Because I have a few hundreds of Cisco 2500
