This used to be a problem on 5500 RSM for a long time. If int vlan did not
go down when no port on layer 2 vlan was up and therefore it would not go
out of routing table due to connected route and we won't fail over. So, It
is very useful to keep int vlan down when nobody home on that layer 2 vlan.

Eyad,
You need to assign ports to the VLANs and place hosts in the VLANs for them
to become up/up.
