Since you can not configure anything on R1,
You can not change boot field or config-register on R1.

You can only configure R2 to provide TFTP service R1,
And R1 will receive boot file from R2 automacally once it boots up.
And do this with out any configuration on R1.

Configure R2 with TFTP server command tftp-server flash:3640-igk-122.bin

And configure autoinstall --

And I guess DHCP too?? I am not sure you need this or not,

SO once R1 boots up with out any configuration what so ever, it will still
get the image file automatically from R2.

If the boot field is 2 through f, if there aren't boot system commands on
configuration file, if there isn't a valid image on flash device, the router
tries to boot from the network using the "default image name". Now these
names depend on the router's plataform, ie, c7200, c2600, etc. If r1 is a
c2600, r2 has to have ios for r1 loaded into his flash with the name, and
with command tftp-server flash:default-image-name-c2600
