R_0 --- frame cloud --- R_3
R_0 & R_3 each have an analog telephone connected to them. When either side
dial's the other, the target telephone rings but no voice can be heard when
you pick up.
My guess is that my frame relay traffic shaping is messing things up because
if I connect the two router together via direct T1 & change the all zero's
default route a conversation can be had from telephone to telephone.
FYI - the clock rate on my frame cloud is 128k per serial interface
