I think for some it is just a way to let their peers know their current
standing or level of knowledge/experience. For example if you work in a
group with a lot of Cisco guys who put CCNA or DP or CCIE after their
emails et. al. it is just a way to let others know at what "level" or
"stage" you are in that particular environment, if it matters. On
resumes as another example it is useful to put it in so as to inform the
bork or the hiring manager the point you are in in your certification
progress. That is what I have used it for(resume only) in the past and
believe most folks do. They are just announcing their current cert
progress status and not claiming the written as a cert. Why does this
matter well some borks are picky as well a hiring managers as we all
know. Someone can put "CCIE candidate" meaning they are
preparing/working on their CCIE on their resume yet have not taken the
written qualification yet. WE are all ccie candidates if we plan/want to
take the lab someday in our lives even if we don't have a CCNA or taken
the written yet but work on and study Cisco material.

I agree with Jon. To me, putting "CCIE Written" after your name is
almost like a false claim. That's like a sophomore in college adding
"Bachelors Degree (32 credits)" after their name, or someone completing
a 7-year Doctorate PhD program putting "PhD (3 years)" after their name.
It's a false claim of qualification.
I agree it's hard to warrant spending so much time and so many endless
hours studying for one of the most difficult written exams, then passing
it, and then being frustrated because you really didn't earn any
"certification power" to your credentials.
I know how you feel because I originally put "CCIE (written)" after my
name when I passed. After about a week, I thought about it and it
really seemed inappropriate. Now that I took it off, it's more
motivation to pass the lab and put it back on legitimately!
