I believe that with frame the hub needs to have an ip address of either .1
or .2 whereas that restriction isn't there for HDLC. Also, try it without a
subinterface and don't forget to use a frame map on the hub and I think
you'll be able to get it work.

BTW, I think there is a good example in the documentation.

How can we configure autoinstall over frame-relay ?
 
The question state that we have to add a new subinterface on router A, then
configure the sub-interface for frame-relay PVC XXX in order to configure a
new installed router on the frame-relay cloud.
 
I have added a ip helper address <tftp-server-add> on the sub interface, but
I m not sure that I don't miss anything else.
 
When using HDLC the configuration is okay, but on frame-relay I'm not sure ?
